And I have this feeling of suspended half-relief and a gigantic sense of 'So where's the catch?' If Trump ever did anything good for anyone, it's surely partisan, partial, revocable, self-interested, and impulsive. Maybe someone got to talk to him while his brain was slightly more adrift from his Nazi friends than usual. Maybe it's a stunt or a way to buy support or a front for something. Maybe he thinks he'll make money off of it personally.

Umm. I think I can figure this one out:

1. it makes him popular. [his main concern]

2. FEMA is broke, and it's easy to get funding for FEMA now... this is important because...

3. if FEMA is funded for the next five years, then later on when the news cycle has moved on, he can re-appropriate those funds to his Wall boondoggle project. [aka shovel money at his own construction companies.]

4. FEMA can be directed to use 'preferred contractors' aka Trump owned businesses, thus lining his own pockets.

In addition to those reasons, he may have done it to show the Republicans in Congress that he can and will side against them if they don't do what he wants.
